SPECIAL Adviser to President Goodluck Jonathan on National Assembly Matters, Senator Joy Emodi yesterday disclosed that the fine-tuning of the 2013 budget was at its final stage, for presentation to the national Assembly before the end of this month.









The President, it will be recalled had promised last week that the 2013 budget will be presented to the National Assembly this month.

Addressing Journalists yesterday in Abuja, Senator Emodi also said that the implementation of the 2012 budget has reached a highly impressive level, adding that members of the National Assembly will notice drastic performance by the Ministries, Departments and Agencies, MDAs during the oversight functions.

Senator who welcomed the lawmakers back from the annual recess, however urged them to expedite action on the consideration and subsequent passage of the Petroleum Industry Bill (PIB), adding, ‘’I indeed appeal to Distinguished Senators and Honourable Members, and it is my expectation that they will fast-track the consideration and passage of the Petroleum Industry Bill (PIB) into law to help facilitate Mr. President’s effort at repositioning the oil and gas sector for the benefit of Nigeria and its people.’’

The Former Chairman, Senate Committee on Education who noted that Nigerians will feel the impact of the performance Contract signed by the Ministers to make them perform, said, ‘’In a renewed bid to ensure effective implementation of the budget, the President Goodluck Jonathan administration is working hard to remove all the bottlenecks that slow down the process starting with the timely submission of the budget which will facilitate early passage and effective implementation from the very beginning of the budget year.

To this end, government is fine-tuning the 2013 Appropriation Bill which will hopefully be submitted to the National Assembly for consideration and passage this September as earlier promised.

‘’This partnership is even made more pertinent given the fact that Civil Society Organisations and Professional Associations voted overwhelmingly in support of the ongoing process by the National Assembly.

And as Mr. President promised, once the Government White Paper being put together by the Attorney-General of the Federation and Minister of Justice’s team is out, the Presidency will forward its proposals on constitution amendment derived from the work of the Committee on the Review of Outstanding Issues from Recent Constitutional Conferences (Belgore Committee) to the National Assembly.’’ Home Page
