President Still Studying 2013 Budget –Emodi

President Goodluck Jonathan is still studying details of the 2013 Appropriation Bill forwarded to him by the National Assembly.

Special Adviser to the President on National Assembly Matters, Senator Joy Emodi, said this in a telephone interview, with one of our correspondents in Abuja.

The President’s aide, who confirmed this on Saturday, said her principal had received details of the budget but that he needed to go through it “clause by clause” before signings.

She said, “The document has reached the President, but he is studying it carefully and soon the document will be signed. As the President, he takes the final responsibility of what is contained in the budget and so he has to look at every line and ensure that everything is in place.

“He cannot just sign the budget like that on receiving it, he must read it and be sure of what he is signing and after that he will sign it.”

The document, she said, was in three volumes, which would require the President’s scrutiny, as he had committed himself to looking at every line because at the end of the exercise

Asked how long it would take him to finish studying the volumes, Emodi said although a detailed study of the budget was time consuming, the President was on the verge of concluding work on it.

She said, “The President will look at the overheads and the recurrent expenditures of all the agencies as well as the capital votes. You know that he will take responsible for the contents of the budget.”

The President on Friday night held a closed door meeting with the leadership of the National Assembly, at the Villa.

Our correspondents gathered that the President convened the meeting to seek clarifications on some grey areas in the document.

President of the Senate, David Mark and his Deputy, Ike Ekweremadu led the Senate delegation to the meeting while the Deputy Speaker of the House of Representatives, Emeka Ihedioha led his colleagues.
