Report On PMB's Implemented Promises Unveiled
Buharimeter, the public initiative of the Centre for Democracy and Development towards monitoring and holding President Muhammadu Buhari accountable for his promises, has released its first report of the president’s first 30 days in office.
President Buhari in his first month has demonstrated some level of commitment in dealing with issues of security and corruption.
According to the report, in his first 30 days Buhari only worked towards the accomplishment of 6.8% of programmes he pledged to implement within his first 100 days in office.

Also, during his first month, actionable steps were taken towards the achievement of only 2.3% of the president’s promises that have 4-year term.
To assess the performance of Buhari within the first 30 days of his presidency, Buharimeter examined specific actions, or inaction of the All Progressives Congress government towards the achievement of campaign promises.
Discussion in this section turns around two main points: areas where interventions have been carried out; and others where nothing has been done.
On Corruption
Out of nine promises made as measures to combat corruption in Nigeria, the president is at the moment, working towards the achievement of the pledge on public declaration of assets and liabilities. In that regard, he has filed his declaration with the Code of Conduct 2 Bureau as mandated by section 140 of the 1999 Constitution.
Nevertheless, he is yet to take observable actions towards the achievement of the following promises; inauguration of the National Council on Procurement; Review and Implementation of the Nigeria Extractive Industries Transparency recommendations (as relates to remittances ad remediation); enactment of the Whistle Blower Act; strengthening of the Economic and Financial Crimes Commission and the Independent Corrupt Practices Commission by guaranteeing institutional autonomy, financial and prosecutorial independence, and tenure of office; presentation of National anti-corruption strategy, cutting down cost of governance, among others.
On Security
Immediately, the president took the mantle of leadership, he relocated the military command and control centre from Abuja to Maiduguri, as a measure to halt the wave of attacks by the Boko Haram insurgents.
Besides, in a diplomatic move to forge regional and international collaboration against Boko Haram, he visited Chad and Niger and attended the G7 summit, with security on top of the wish list; and subsequently managed to have the United States of America donate $5 million to the Multi-National Joint Task Force (MNJTF) to boost Nigeria's military operations against the Boko Haram insurgency.
Moreover, Buhari has directed that $21m out of the $100m Nigeria pledged to support the operation 3 of MNJTF be released.

Despite these efforts, the President Buhari-led administration is yet to deliver his “Marshal Plan on insurgency, terrorism, ethnic and religious violence, kidnapping and rural banditry” after 30 days in office. Also, no visible steps have been taken towards the achievement of state-guaranteed life insurance to security personnel; or the activation of regular meetings of the National Police Council; or the recruitment of 100,000 police officers and the creation of local government and state policing systems, etc., which are some of the promises the president made during his campaign to strengthen the security of the country.
Buhari’s Scorecard For June
With over 30 days gone, the Buharimeter report gives a scorecard for Buhari in percentage expressions.
It states that while campaign promises made by the President with a time frame of 100 days constitute 33.7 % (58) of the tracked 172 promises, the promises to be implemented in four years are 114, 66.3 % of total promises. Thus far, out of the 58 promises, four (6.8 %) have been assessed as “ongoing.”
The report reads in part: “Hence, within the first 30 days, the President has ONLY worked towards the achievement of 6.8 per cent of his 100 days covenant with Nigerians. In similar direction, actionable steps have been taken within the first 30 days towards the achievement of only 2.3 per cent (4 out of 172) of PMB campaign. This underscores the fact that no observable steps have been taken to achieve 87.7 per cent of the promises.”
The assessment then made some tips around how Buhari should begin to fulfill the promises he made to Nigerians.
